Details

Description: I have /var/log as a tmpfs filesystem. Nginx puts their logs in /var/log/nginx which not exist after reboot. Could you please add an additional file to the nginx package? It should then created in /etc/tmpfiles.d and called nginx.conf with the content:
d /var/log/nginx 0755 root root -

This creates the needed directory on every boot if not exist and nginx starts wihout an failure.

/var/log on tmpfs is entirely non-standard. I think you really should just add your own tmpfiles entry for this.

I agree with Dave, this doesn't make sense. You can change things from the defaults, but then you deal with reconfiguring things to make that work, not the package.
