The system log has lots of messages like this one:
Jun 25 10:53:01 alarmpi crond[11590]: (root) CAN'T OPEN (/etc/crontab): No such file or directory

Some old threads (e.g. [1]) are inconsistent about whether or not the file is needed. Deleting (empty) /var/spool/cron/root did not fix the issue for me.
