Description:
gnupg fails to refresh keys in keyring:

$ gpg --refresh-keys
gpg: refreshing X keys from hkp://keys.gnupg.net
gpg: requesting key EAE999BD from hkp server keys.gnupg.net
gpg: requesting key 06361833 from hkp server keys.gnupg.net
gpg: requesting key 9205AC90 from hkp server keys.gnupg.net
[...]
gpg: key EAE999BD: rejected by import filter
gpg: key 06361833: rejected by import filter
gpg: key 9205AC90: rejected by import filter
[...]

The same happens for pacman-key:
$ pacman-key --refresh-keys
gpg: refreshing X keys from hkp://keys.gnupg.net

That is a curious behavior indeed. My own key was updated as expected, but all others were rejected. I have notified upstream of this issue; let us see what they say.

Could you confirm that gnupg-2.0.24-2 from [testing] fixes this issue?
