steam fails to install due to bad developer key.

First off, never do pacman -Sy <package>. That is an unsupported partial update. Always use pacman -S <package> or pacman -Syu <package>. Since we have no idea how long you've been doing partial updates, please update your system and see if that fixes this issue. If not, try pacman-key --refresh-keys.
