Description:
The upstream URL "http://dev.gentoo.org/~trapni/capseo/" returns a 404 error. I cannot find an upstream for it myself, either.

https://gitorious.org/capseo would be the upstream URL.

Note that Gentoo and Fedora have killed this package a long while ago. Also, nothing in our repositories needs this, so consider to drop this.
