I gather the package evolution-ews is rather useless without evolution, right?
Why not make it more than just makedepend on it then?

It's not useless, it's a plugin for evolution-data-server to access Exchange accounts. If you don't want Evolution, but do want gnome-shell to read your Exchange calendar, then you don't need to install Evolution.

Ah, that's cool. I wasn't aware that was even possible. The problem then becomes getting the account information to evolution-data-server I suppose, don't I need Evolution for that?

evolution-ews contains a UI plugin for evolution yes. In theory it's also possible to configure evolution-ews by adding settings to dconf.

Given the fact that once setup evolution-ews doesn't need evolution anymore to do its work, and the fact that you're looking for a way to integrate exchange into evolution instead of finding out what is needed to get evolution-ews running, I don't see the need for a dependency of even optdepend on evolution here.
