Description:
This report is analogous to  FS#40598 . vsftpd.service should contain "After=network.target" to make sure it starts up properly when enabled on boot if the user has vsftpd configured to bind to a specific address. I ran into this with both netctl and systemd-networkd.


Additional info:
* package version: vsftpd-3.0.2-3


Steps to reproduce:
* Add "listen_address=1.2.3.4" to /etc/vsftpd.conf.
* Enable vsftpd.service in systemd.
* Reboot.
