Description:
[epiphany] stores passwords only – not related to a specific page – randomly (in very few cases). I try different options (disable adblocker, enabling popups and so on). It doesn't change anything.

I can confirm this bug.

It worked in the past (3.10 cycle I think) and previously stored passwords are still accessible through the preferences, and can be used to log in to sites.
I haven't been able to save any new passwords.

Edit: I've only found one site, where it still offers to save passwords. So nothing has changed.
