The dependency on icon-naming-utils should actually be a makedepends, as those scripts are not required once the icons are installed.
Also the same for gnome-icon-theme-symbolic.

The other 4 packages that require icon-naming-utils, have it listed correctly for make only:

mate-icon-theme (make)
mate-icon-theme-faenza (make)
mate-themes (make)
mate-themes-extras (make)
