It seems that the current package uses the libtool option and manually remove the libtool files under /usr/lib while keeping the libtool files in /usr/lib/ImageMagick-*/. I have searched the bug tracker and found no explaination. The commit[1] that intruduce this option also say nothing about it. AFAIK, the .la file may only be useful for linking but the libraries under /usr/lib/ImageMagick-* are for dlopen only. Given !libtool is the default option now, I don't really see the point of keeping them in the ImageMagick package.
