Description:

xnoise does not work without gst-plugins-base, but this package is not a dependency.

Steps to reproduce:

Install xnoise without gst-plugins-base.
Attempting to play a song will result in the error "GstError parsed: Could not initialize supporting library."

Suggestion:

Make gst-plugins-base a dependency of xnoise.

You can have gst-libav installed instead of gst-plugins-base. All possible codecs are already listed in optdepends.

Good point. Wouldn't it be better though to make it clear the user needs to install either of those? They are currently only described as "Base media codecs" and "Extra media codecs". A message during installation (e.g. "You will need to install either gst-plugins-base or gst-libav to use xnoise.") would make it more clear, in my opinion.
