I don't agree with the severity. Any utilities or scripts which use fuser could misbehave.
for example, "tmpwatch -s" is broken.

fuser is broken if any of these options are used : -acikmsuvw

It matches the High definition :
High - The main functionality of the application does not work, less critical security issues, etc.

While the issue isn't very severe when using fuser from an interactive shell it brakes a lot of scripts rather badly. Thankfully the patch hamelg linked fixes this.
