Description: Currently bitlbee.service is run as root user, but it shouldn't

Also I don't think it makes sense to use both -F and -n flags.

Anyway here's how I updated bitlbee.service

```
[Service]
Type=forking
ExecStart=/usr/bin/bitlbee -F -u nobody
```

Reason for closing:  Not a bug
Additional comments about closing:  There's already mechanisms in place to run as non-root. The rest of this is an upstream matter (and has no ill effects).

If you want bitlbee to run as something other than root, uncomment the "user" line in /etc/bitlbee.conf. There's already a bitlbee user created on install.

As for the unit itself, we take this from upstream. Please direct your concerns there.
