Description:
Docker uses CONFIG_MEMCG_SWAP_ENABLED for swap limitation on containers, which is needed in a lot of cases.

Steps to reproduce:
sudo systemctl start docker
sudo docker run -m=$((512 * 1024)) -i -t base/arch bash

Results :
WARNING: Your kernel does not support swap limit capabilities. Limitation discarded.

You can just add swapaccount=1 to your kernel commandline. We should not enable this by default. The requisite MEMCG_SWAP option is already in our config.
