The mod_access_compat module is missing from the modules directory, depsite being uncommented by default in httpd.conf

It's there, /usr/lib/httpd/modules/mod_access_compat.so

Yep I see it in the files list https://www.archlinux.org/packages/testing/x86_64/apache/
