Description:
hostapd v2.1 fails to launch with the following error:

# hostapd /etc/hostapd/hostapd.conf
Configuration file: /etc/hostapd/hostapd.conf
wlan0: interface state UNINITIALIZED->COUNTRY_UPDATE
