/usr/lib/udev/hwdb.d/20-gphoto.conf file is not recognized
by udev daemon.

I had the same issue - fixed by renaming the file with a 'hwdb'
suffix, running 'udevadm hwdb --update' and then unplugging and
replugging the camera.
