DetailsThe new version of salt (2014.1.0-1) does not find state.sls, I had to install the previous one (0.17.5-2) to make it work.

I did specify:
file_roots:
base:
- /srv/salt
in both salt-master and salt-minion and it worked again.
# base:
# - /srv/salt
This is the format specified in the default config file.
