Details

The new version of salt (2014.1.0-1) does not find state.sls, I had to install the previous one (0.17.5-2) to make it work.

Well it may not be an issue with the package or salt, just this packages breaks the default config behaviour and I did not see any message which explains it.

I did specify:

file_roots:
base:
- /srv/salt

in both salt-master and salt-minion and it worked again.
