Description: For some reason TLP and pm-utils are now conflicts when they should not be.

attempt to install TLP and PM-UTILS on the same system.

No, tlp and pm-utils do conflict. This was worked around before in the AUR .install file by replacing some pm-utils files with symlinks to files from tlp. I will not have that in an official package. pm-utils has become obsolete for some time now that we use systemd anyway.
