Description:
I noticed that sometimes during bootup hdparm -B254 value was not applied by laptop-mode-tools.
Enabling verbose output reveales that only usb-autosuspend module was invoking.
I guess it's called from rule:
/usr/lib/udev/rules.d/99-laptop-mode.rules

Additional info:
* laptop-mode-tools 1.64
* See journal file attached. (I added logging MODULES variable and splitted message indicating why module was skipped)

Steps to reproduce:
Install laptop-mode-tools.
Reboot laptop.
Not that it's not always reproducible.
