Description:

fltk-config returns static libraries that are not installed.

Static libraries aren't part of the package -- intentionally so, according to the commit summary.[https://projects.archlinux.org/svntogit/packages.git/commit/trunk/PKGBUILD?h=packages/fltk&id=1e192643f2a5b3173724ee126c1eebc8ac405fa3]
When building 1.3.2-4 from ABS, however, *.a files are present.

Steps to reproduce:

$ fltk-config --libs
/usr/lib/libfltk.a

Install binary / build & install via ABS, then compare
ls /usr/lib/libfltk*

Ok, re-opening, I misunderstood the issue. Static files are present in manually built package, because your makepkg.conf isn't up to date – we use options=('!staticlibs') by default since some time.
The other thing is that fltk isn't clever enough to find out that all static libraries are missing…
