$ pacman -Qo /usr/lib/python2.7/site-packages/_xmlplus/parsers/pyexpat.so
I 'pacman -R pyxml'd but then similar error came up pointing to some unowned (by a package) i636 python module which name I don't recall. So I manually removed it and now cinnamon-settings runs fine.
