Antialised fonts won't work perfectly... see for example Monodoc (or sometimes other programs).

Save the attached file in /etc/fonts/conf.d as no-bitmaps.conf, symlink it to 10-no-bitmaps.conf and reload your browser. These files are removed from fontconfig because the files are somewhat confusing, but they actually only work when you symlink them to a <number>-<name> file.
The attached conf.d file should disable the use of ugly bitmap fonts in all your fontconfig enabled applications.

Another option would be to uninstall your bitmap fonts, but not every application likes that approach.
