The attached Makefile does not work correctly with make 4.0-1 (x86_64).

It works correctly with 3.82-6 (x86_64) or a rebuilt 4.0-1 (x86_64, -g0 -march=native -O3).

Incorrect:
% make | hexdump -C
00000000 e3 20 6f 6e 6c 79 20 65 33 20 69 73 20 6f 75 74 |. only e3 is out|
00000010 70 75 74 0a |put.|

Correct:
% make | hexdump -C
00000000 e3 80 8d 20 65 33 20 38 30 20 38 64 20 6f 6e 6c |... e3 80 8d onl|

Please report upstream. This is clearly not a packaging issue.

I tested it and found that an array index had the possibility of being negative, and that it was already fixed upstream:
