I didn't check the url from the original PKGBUILD. However the URL you suggest is as much useless as the current one. There's an actual upstream site over here: http://treetop.rubyforge.org/

Your URL is fine with me. I just tend to prefer the RubyGems, PyPI, CPAN, etc. links for programming language packages/modules, which is why I suggested the rubygems.org URL.
