The whole project is dead, there hasn't been any updates since 2008 to the major version. The project can still be found at http://sourceforge.net/projects/scponly/files/.

The reason for this is probably that openssh is able to support the same feature for itself since 2008. See here the report: http://undeadly.org/cgi?action=article&sid=20080220110039

Since this is an security relevant programm I marked the severity "high".

scponly also allow SSH connections, however

ForceCommand internal-sftp

allows only SFTP

To me rssh looks indeed like a good alternative since rsync, scp, winscp are supported as well. And it's more up to date and looks more active the project. rssh is available in the debian and freebsd repositorys as well.
