Description: Emacs cannot add BibTeX entries using the bibtex-mode templates


Additional info:
* Emacs version is 24.3.1
* The bug can be reproduced with a blank .emacs

Steps to reproduce:
* Start emacs
* Run Bibtex mode with M-x bibtex-mode
* Try to add an entry template (for instace, C-c C-e C-i will try to add an InProceedings template)
* Instead of adding the template, emacs complains with "Fields for BibTeX entry type InProceedings not defined"
* It can be tested with any template in the Entry Types menu in BibTeX mode

I have found out that if you open a buffer with a file ending in ".bib" (the default for BibTeX), this bug does not show up in that session (even with different buffers).

However, for any other file extension that I have tried, if you start bibtex-mode, then you cannot add entries, even in new buffers with filename ending in ".bib".

This might be an upstream bug.
