Description:

texlive-core includes latexmk (/usr/bin/latexmk), but does not install the man-page for this tool.

I don't know if it is built but not installed, or if it is missing from the texlive source archive.
(It is available from CTAN: http://mirrors.ctan.org/support/latexmk/latexmk.1 )

The manpage is part of the documentation collection, which we have stopped packaging 2 years ago.
So the package contents are as intended.

Upstream packages contain documentation in separate archives, you can build your own documentation packages using texlive-localmanager.
