/usr/lib/udev/rules.d/69-libmtp.rules (part of libmtp package) starts with the first line:

Unable to open ~/.mtpz-data for reading, MTPZ disabled.# UDEV-style hotplug map for libmtp

The part in front of the hashtag should be removed.

I confirm the situation.
I've no idea where the 'Unable to open ...' line came from, I edited the rule.

There you can also find where this line comes from. Maybe it should manually be removed from the package until this gets fixed upstream.
