* texlive-core contains polyglossia 1.33.3 which still contains a bug github.com/reutenauer/polyglossia/issues/50
which fnorded me for a while. Please update to the latest version like texlive did.
* minimal sample:

\documentclass{article}
\listfiles
\usepackage{iftex}
\ifXeTeX
\usepackage{polyglossia}
\setdefaultlanguage{german}
\else
\PackageError{foo}{Cannot build with (pdf-)latex}{Use Xelatex or Lualatex}
