Description:
The SVNSERVE_USER option in /etc/conf.d/svnserve isn't used anywhere. The svnserve daemon is always run as root.

* subversion 1.8.1-2

Steps to reproduce:
1. Set SVNSERVE_USER in /etc/conf.d/svnserve
2. systemctl start svnserve

I'll remove the line, please override the User= line using the systemd way [1].
