Downgrading to 2.37 resolve the issue.

There is a forum topic about it here:

Additional info:

* config and/or log files etc.

Steps to reproduce:
1. Update librsvg to 2.39.0-1
2. Log into gnome 3

P.S.: I already tried reinstallin librsvg and running
/usr/bin/gdk-pixbuf-query-loaders --update-cache,
whoever, this did not help.

Confirming here, immediately after installing this update all of gnome's symbolic icons are "invisible". Rebooting did not help, nor did reinstalling the gnome symbolic icons and librsvg, I had to downgrade the package.
