Doesn't upstream provide the man page in the source tarball?

Doesn't look like so. And the man page I linked to is the only man page that exists (also hosted in the project website: http://libtorrent.rakshasa.no/rtorrent/rtorrent.1.html)

Despite that, it's currently outdated -- some of the options that are mentioned in that man page no longer exist in the latest version, and it's possible that there are new options as well.

This is not an ideal situation but I think some man page should be shipped with rtorrent.

There is certainly a reason why upstream does not ship this manpage in their tarball. Please bring this issue up with them. Until then, fetching it separately and including it in our package does not seem good to me.
