I solved the problem by upgrading biblatex to the recent version available through tllocalmgr. Would it be possible to upgrade the official package as well to eliminate the need for this?

We don't seem to package biblatex

You do not? I am quite sure that biblatex is packaged as part of texlive-bibtexextra.

/usr/share/texmf-dist/tex/latex/biblatex is owned by texlive-bibtexextra 2013.30944-1

In the future, please prefix your bug reports with the affected package. It's not at all clear for bug wranglers (or anyone else unfamiliar with texlive) what package this bug report is filed against.

Thank you, I'm sorry for the confusion. Please note that if you decide to resolve this problem by updating to the newer version of biblatex, an update to the "biber" tool in texlive-bin might be needed as well.
