As the bug report's title says, scroll wheels seem not to work with the generic "PS/2" driver, no matter what one's other mouse settings are. Similarly, setting "auto" as the driver does not work if you have an ordinary PS/2 scroll mouse.

Currently there is a solution, to use "ImPS/2" or "ExplorerPS/2" with all PS/2 mice. However, I would wonder if this might not be desirable in all cases.

scrolling has never worked with the generic PS/2 driver AFAIK. As long as I've used linux, I always had to use ImPS/2 on all my inputdevices to get scrollwheels to work.

Hmmm.. I'm guessing that means that "auto" fails to detect that my mouse is a scroll mouse, and use ImPS/2 instead of PS/2?

(FWIW, the scroll wheel worked fine with "auto" in Xorg 6.8.2.)

How is this bug doing with latest xf-input-mouse version?

As of the current version, it works with "Auto". Don't know about "PS/2", but it works by default at any rate, so this bug should probably be closed.
