The warning seems to have been added in this commit:

The commit message says:
"Formats will not be generated if the version does not match."
However, this is no longer true. To check whether the versions match,
the texlive.install script checks whether the version reported
by $(pacman -Q texlive-core) starts with "2012".
This was fine in 2012, when this was introduced,
but on EVERY "recently" updated Arch installation, this will fail,
because we use version 2013 for some time now...
So the current install script will not recreate formats despite
the fact that the versions match and generate a wrong warning message instead.
