netstat -anp | grep 69
udp6 0 0 :::69 :::* 1/init

Adjust tftpd.socket to:
[Socket]
ListenDatagram=0.0.0.0:69
ListenDatagram=[::]:69

[Install]
WantedBy=sockets.target
--------------------------------------------------------
# systemctl --system daemon-reload
# systemctl restart tftpd.socket
# netstat -anp | grep 69
udp 0 0 0.0.0.0:69 0.0.0.0:* 1/init
udp6 0 0 :::69 :::* 1/init

Are you sure this doesn't work? The single udp6 socket should also be able to accept ipv4 packets.

Appears it does. I had some client firewall issues that caused me to look to see if it was listening and it wasn't. After changing the socket file and eventually fixing the client firewall I never changed it back.
