Description: testing systemd-206 with linux-3.10.2 on shutdown, sometimes randomly there is a long delay until user@0.service timeouts then systemd kills it.

I see this behaviour in a real machine and in a new clean install inside qemu.
I am using ttyS0 just for testing, but this does not care, using normal console also happens.

1) Boot machine
2) Login as root
3) Execute systemctl reboot or reboot/poweroff/etc.
