I can not find the xf86-video-intel's bug tracker site.

Something similar happens to me when I suspend my laptop with only one output active.
When I wake up the system, no matter which combination I try (VGA1, DP2 and LVDS1), I cannot get a second output to display an image.
When the second output is enabled, the monitor seems to detect some kind of signal (the "no signal" message disappears), but the image remains black, and monitor auto-suspend will kick in after a minute.
Reading the contents of /sys/class/drm/card0-*/enabled shows that the second output is being enabled.
There is nothing to see in journalctl. The contents of /var/log/Xorg.0.log appears normal.

Like OP, this started appearing in the recent package upgrade to xf86-video-intel 2.21.11-1.
I will try finding the 2.21.10-3 package and downgrade.

I get the 2.21.10-3 from http://arm.konnichi.com.
I will report this bug to https://bugs.freedesktop.org when I got any spare time.
