I think with this version 28 was marked as stable by mistake. Just look at new release of beta channel:

Also, new release of stable channel after

After all the version 27.0.1453.116 is the latest stable :)

In addition the are few huge issues comming with 28

*04-Jun stable channel is 27.0.1453.110
*17-Jun stable channel is 28.0.1500.45
*18-Jun stable channel is 27.0.1453.116 (a downgrade I guess)

It's also the version you get when you download Google Chrome.
