Description:

Both /etc/sysctl.conf and /usr/lib/sysctl.d/50-default.conf (provided by upstream systemd), set kernel.sysrq to a different value.

Therefore the line:
kernel.sysrq = 0
should be removed from /etc/sysctl.conf
