It builds without xorg-xkbcomp installed, and it's just a database, that can be used not only through xorg-xkbcomp, but also through libxkbcommon.

Removing the dependency will make it easier to setup X-less Wayland system.

From what i can understand about xorg-xkbcomp is that it's only useful to build new keymap layout for xserver (with a custom keyboard layout ).

xorg-xkbcomp is already a dependency of xorg-server-common so it should be painless for the users.
