This is an upstream issue. I could reproduce it on your locale but it works on en_US.UTF-8. Please report it to upstream. If they somehow tell you it's a packaging bug, please reopen this request. Post the upstream bug report URL in the reopen request once that happens.

After reporting this issue to upstream, I was directed to the following fix--which was applied more than a year before Arch's frogatto package was last updated. In other words, I am confused:

https://github.com/frogatto/frogatto/blob/1.3_stable/data/fonts.zh_CN.cfg

A similar fix exists for Japanese locales:

https://github.com/frogatto/frogatto/blob/1.3_stable/data/fonts.ja.cfg

Not quite sure what to do here, to be honest.

Is the problem that upstream's tarball is out of date?

So, I can't reproduce it and it doesn't look like there are any obvious errors in the package. I will maintain this package for the time being and maybe upstream will make a release at some point. However, I can't make progress on this issue and so I will close it.
