They split the package but afterward they add the splitted packages to ibus dependencies. So you still end up with gtk2 and gtk3 installed. That's because of /usr/lib/ibus/ibus-x11 and /usr/lib/ibus/ibus-ui-gtk3 which depends on gtk2/gtk3.
