Sounds similar to #35374.

Was able to perform the operation normally using parted.

Forgive me, but don't have time to look into this in any more detail now. Just reporting it for completeness sake. Will try in next util-linux when available. Can run it with ptrace if you like, but more than that I cannot offer to do right now, sorry.
