After upgrading to linux 3.9.2-1, cpupower no longer starts at boot. The problem appears to be that neither the acpi nor acpi-cpufreq modules will load. This is because your CPU is supported by the intel_pstate driver that has been built into the kernel. That driver includes its own governor and is incompatible with anything else than performance or powersave governors.
