Description:

Emacs has a command to report its version number (M-x emacs-version). The value returned by that command is not coherent with the package version.

Additional info:
* package version(s)

emacs-24.3-2

* config and/or log files etc.

Emacs was started with --no-init-file option.

Steps to reproduce:

Start emacs with and type:

M-x emacs-version

The minibuffer displays GNU Emacs 24.3.1 but

pacman -Ss emacs

reports that emacs-24.3-2 is installed!!
