Could you provide a little bit more information? Information like which version of Xorg would be nice. This could be an Xorg7 XKB bug.

I'm using GNOME now. this was back in november.. I hope someone with XFCE installed (I rm'ed it for the moment) can confirm this is fixed or not fixed

I use the latest XFCE4 with xfce4-xkb-plugin and has no problems (X.org 7 with Xkb settings for English, Ukrainian and Russian languages).
