Description:
Without librsvg, all of the evince toolbar icons are broken.

Additional info:
* version 3.8.0-1

Steps to reproduce:
1. Uninstall librsvg
2. Install evince
3. Open evince
4. The toolbar icons will be red Xs

Yeah, well. This is a bit difficult.

Technically you could use any icon theme (not just SVG-only) with evince, and it doesn't directly use librsvg.

evince depends on gnome-icon-theme -> gnome-icon-theme-symbolic, which is the one with the SVG icons. However, you could load these with any SVG reader, not just librsvg. So it's not a strict dependency here, either.

Any opinion, JGC?

Can't we just add a librsvg dependency to gnome-icon-theme-symbolic? That theme is meant to be used with GTK apps, and as that theme is full of SVG icons, it's useless without librsvg.
