Since 3.8 Empathy does not see defined ICQ accounts and even does not have an option to add AIM/ICQ account as seen in
https://bbs.archlinux.org/viewtopic.php?pid=1263913
and
https://bbs.archlinux.org/viewtopic.php?id=162039
